Deadline Desks: the launch

Everything for the first sends in one place: the plan, every list, who gets which email and when, the free checks, what happens when someone replies, what we buy, and what still waits on you. Nothing has been sent.

1,933
buyers on verified send lists: Public Filing Desk (3 services), Maple, Campaign
412
of them with a backup person for day 14
6,175
emails at most, if nobody replies
16
decisions wait on you (section 9)

1. The plan in 5 lines

From the business plan. Money figures are estimates until real sends report back.

Who paysSmall towns, water systems, nonprofit groups and election candidates with a dated deadline and a real penalty.
What we sellThe paperwork, done for them at a fixed price, in days. They sign and file. A licensed reviewer checks any step that needs judgment.
How we find themPublic lists name who has the problem: EPA violation records, the Illinois late-report list, the IRS exempt-organization file, election candidate lists. Each email carries the buyer's own problem.
Why they say yesThe fine or the loss is bigger than our price, the price fits under their own sign-off limit, and nobody else sells a fixed-price fix at their size.
MoneyBase case about CA$117K by January 31 and about CA$350K in year one. Floor about CA$29K by January if our emails do no better than ordinary cold email. All estimates.

Ready today: 1,933 buyers with a verified address. The plan's January estimate assumes about 6,200 emailed by January 31, so the lists have to keep growing (Ontario boards, the next water states, more nonprofit parents, Ontario candidates after their vote).

2. The desks

Public Filing Desk (publicfilingdesk.com) is one US desk with three services, water, Illinois and IRS, one row each; it replaced the three separate US desks on Oct 15. Counts come straight from each final send list. Only addresses that passed the email check are on a list. "Held" are buyers we found but cannot email yet.

3. Who gets what

Each organization gets one primary person (who owns the problem) and at most one backup (who signs off). Three emails go to the primary in one thread; the backup gets one short note on day 14, and only if nobody there replied. Shown: the subject and the first two sentences of each email, as one real buyer would get it. Email 1 and the day 14 note never have a link; emails 2 and 3 carry the desk's web address (for Public Filing Desk, the service's own page, such as publicfilingdesk.com/water). Each Public Filing Desk email 1 reads as a specialist in its one service.

Public Filing Desk: water

Primary: EPA administrative contact on the system's own record. On the list: EPA administrative contact (396).

Backup: Town manager or mayor, when the town's own site publishes one (day 14 only). On the list: manager (32), mayor (22).

Example below: Town of Beaufort, send order 1, with its real merge values. Personal names and email addresses are taken out; the organization's name stays.

  1. Day 0, first emailto the EPA administrative contact
Paying for the service line inventory at Town of Beaufort

    Hi [first name],

EPA's records list all 1,455 service lines at Town of Beaufort as lead status unknown, so your baseline inventory and replacement plan are due November 1, 2027. North Carolina DEQ's lead service line fund pays for inventory work, and disadvantaged systems can get principal forgiveness, which works like a grant.

  2. Day 3, same threadto the EPA administrative contact
Re: Paying for the service line inventory at Town of Beaufort

    Hi [first name],

From the public record for Town of Beaufort: 4,452 people served through 4,000 connections. By November 1, 2027, the state needs a baseline inventory of all 1,455 service lines and their connectors, plus a replacement plan, because 1,455 of them are lead, galvanized requiring replacement or unknown.

  3. Day 7, same threadto the EPA administrative contact
Re: Paying for the service line inventory at Town of Beaufort

    Hi [first name],

Last note from me on Town of Beaufort. The first inventory deadline was enforced: in 2024, 3,902 public water systems had a violation for missing it.

  4. Day 14, new threadto the Town Manager, only if nobody there replied
Lead service line inventory at Town of Beaufort

    Hi [first name],

Two weeks ago I wrote to the administrative contact on EPA's record for your water system about the lead service line inventory and replacement plan due November 1, 2027. I haven't heard back, so I'm checking with you in case it sits with someone else.

Public Filing Desk: IRS

Primary: Executive director or president (else the main inbox on their site). On the list: leader (executive director, president) (148), main inbox on their site (131), finance lead (7), chapter services lead (3).

Backup: CFO or treasurer, else the chapter services lead (day 14 only). On the list: finance lead (60), chapter services lead (13).

Example below: Missouri National Education Association, send order 1, with its real merge values. Personal names and email addresses are taken out; the organization's name stays.

  1. Day 0, first emailto the Executive Director
Group exemption 9312: chapters in more than one 501(c) paragraph

    Hi [first name],

The IRS master file lists 187 chapters under your group exemption number 9312: 186 under 501(c)(5) and 1 under 501(c)(8). It can lag your records.

  2. Day 3, same threadto the Executive Director
Re: Group exemption 9312: chapters in more than one 501(c) paragraph

    Hi [first name],

In case it is useful, here is the readiness sheet for group exemption 9312 (EIN 43-1005405). It is read from the IRS Exempt Organizations Business Master File on October 13, 2026, which can lag your own records.

  3. Day 7, same threadto the Executive Director
Re: Group exemption 9312: chapters in more than one 501(c) paragraph

    Hi [first name],

One last note on group exemption 9312. If removal notices go out after about December 23, the 30-day wait the rule requires runs past January 22.

  4. Day 14, new threadto the Chief Financial Officer, only if nobody there replied
Group exemption 9312: chapters in more than one 501(c) paragraph

    Hi [first name],

Two weeks ago I wrote to your executive director about group exemption 9312 and Rev. Proc. 2026-8. I haven't heard back, so I'm checking with you in case it sits with you instead.

Public Filing Desk: Illinois

Primary: CFO or treasurer (else the unit's contact person). On the list: CFO (295), primary contact (47), purchasing agent (14), CEO (14), others (6).

Backup: Mayor, village president or board president (day 14 only). On the list: Mayor (23), President (23), CEO (7), Chairperson (6), others (16).

Example below: Village of Sauk Village, send order 1, with its real merge values. Personal names and email addresses are taken out; the organization's name stays.

  1. Day 0, first emailto the Administrator
Village of Sauk Village and the Comptroller's late list

    Hi [first name],

The Illinois Comptroller's late-report list of October 13, 2026 shows Village of Sauk Village behind on annual financial reports for 4 fiscal years from 2022 to 2025 and 20 TIF reports for 5 fiscal years from 2020 to 2024. On the Comptroller's daily fee schedule, the fiscal 2025 report could carry about US$6,570 so far (estimate, before any reduction).

  2. Day 3, same threadto the Administrator
Re: Village of Sauk Village and the Comptroller's late list

    Hi [first name],

Catching up is mostly gathering paper on your side. For each late year we need the bank statements, the treasurer's reports or ledger, and the budget or appropriation ordinance.

  3. Day 7, same threadto the Administrator
Re: Village of Sauk Village and the Comptroller's late list

    Hi [first name],

Last note from me on this. From fiscal 2027, cities and villages under 1,000 people file an annual financial report each year and need an audit only every 4 years, and only if they run a utility or carry bonded debt (65 ILCS 5/8-8-3).

  4. Day 14, new threadto the Mayor, only if nobody there replied
Village of Sauk Village and the Comptroller's late list

    Hi [first name],

Two weeks ago I wrote to your administrator about Village of Sauk Village and the Illinois Comptroller's late-report list. I haven't heard back, so I'm checking with you in case it sits with someone else.

Maple Privacy Desk

Primary: Towns: the clerk (else the FOI coordinator or deputy clerk). Boards: the privacy or FOI officer, or the CEO or board secretary we found. On the list: clerk (316), FOI coordinator (61), library CEO (51), CAO (37), others (42).

Backup: Towns: the CAO. Boards: the top official (day 14 only). On the list: CAO (192), director of education (16), medical officer of health (2).

Example below: Municipality of McDougall, send order 1, with its real merge values. Personal names and email addresses are taken out; the organization's name stays.

  1. Day 0, first emailto the clerk
Municipality of McDougall: the notice of collection on your online forms

    Hello [first name],

We read three online forms on the Municipality of McDougall website on October 14. None of them gives any of the three parts of the notice of collection that MFIPPA s. 29(2) already requires: the legal authority, the purpose, and a contact's title, business address and phone.

  2. Day 3, same threadto the clerk
Re: Municipality of McDougall: the notice of collection on your online forms

    Hello [first name],

A short follow-up. The notice gaps in my last note are already required today.

  3. Day 7, same threadto the clerk
Re: Municipality of McDougall: the notice of collection on your online forms

    Hello [first name],

Last note from me. If the Municipality of McDougall would rather not write the January 1 documents in-house, our Bill 97 Readiness Pack does it for a fixed CA$7,500 plus applicable tax, written around your own forms and practices:

  4. Day 14, new threadto the CAO, only if nobody there replied
Municipality of McDougall: online forms and the January 1 privacy duties

    Hello [first name],

Two weeks ago I wrote to the Clerk's office with a free check of the public online forms at the Municipality of McDougall: all three forms we read leave out part of the notice of collection the Act already requires. From January 1, 2027, MFIPPA also adds privacy impact assessments and breach reports to the IPC.

Campaign Filing Desk

Primary: The financial agent, from the Elections BC list. On the list: candidate who is their own agent (326), agent for someone else's campaign (39).

Backup: None: the agent is the only person who files.

Example below: City of Langley, send order 1, with its real merge values. Personal names and email addresses are taken out; the organization's name stays.

  1. Day 0, first emailto the financial agent
City of Langley: the January 15 disclosure statement

    Hi [first name],

Elections BC lists you as financial agent for 6 campaigns in the City of Langley. Each one needs a disclosure statement by January 15, 2027.

  2. Day 3, same threadto the financial agent
Re: City of Langley: the January 15 disclosure statement

    Hi [first name],

Here is the one-page filing checklist, free for whoever files: campaignfilingdesk.ca/filing-checklist.pdf
If you'd rather hand the statement off, send us the campaign account statements, the receipts and your record of contributions.

  3. Day 7, same threadto the financial agent
Re: City of Langley: the January 15 disclosure statement

    Hi [first name],

Last note from me on this. In 2022, 48 candidates still had not filed by the late deadline, and under the Act they were disqualified until after the 2026 elections.

4. Send schedule

Weekdays only, skipping each buyer's public holidays (Nov 11 for US and BC buyers, US Thanksgiving, the year-end days). New first emails ramp up (5 a day for 3 days, 10 to day 7, 20 in week 2, 30 after), never past 15 emails per inbox per day, follow-ups first. The counts assume nobody replies, so they are the most each desk sends. Public Filing Desk starts when its inboxes finish their 14-day warm-up: Fri Oct 30 if bought tomorrow.

Any reply stops itA reply from anyone at an organization stops every email to it. "Stop" goes on the suppression list for good.
2 people, 5 emailsNever more than 2 people or 5 emails per organization. Our sequences use 4 at most.
150 with no replyIf 150 buyers on a desk get emails and nobody replies, rewrite the emails once, then stop that desk.
2 sales = doubleTwo paid jobs on a desk: double its daily volume and build its yearly renewal.
Complaint = pauseAny complaint or spam warning pauses that desk until it is fixed.
CheckpointsNov 21: 3 or more quote requests overall. Dec 15: the first paid job.

Public Filing Desk: water

Starts Fri Oct 30. 3 inboxes, so at most 45 emails a day. Every first email is out by Wed Dec 16; the last follow-up goes Wed Dec 23. North Carolina's 79 systems go first, but the state's grant cut-off is Nov 2, so their grant line must be updated before the first send (the build stops once a quoted date passes).

5. The free checks and PDFs

Every first email opens with the buyer's own problem from public records. The one-page PDF goes when they reply "yes". These are real examples (public data only); the rest are built in seconds on demand.

Campaign Filing Desk

A free one-page filing checklist for financial agents. It goes when they reply "yes", and email 2 links it on the desk site.

6. When someone replies

The reply kit covers every desk and service. Trejon answers routine replies within hours, copies you on every reply thread, and quotes only at the published price. Anything off-script comes to you.

Step by step

  1. A question. Ready answers per desk: who reviews the work, how long it takes, references, insurance, where records are kept, "you're Canadian?", presenting to council, how to pay, rule changes.
  2. A quote request. A one-page quote at the published price, with the service agreement. An off-range price needs your yes.
  3. They accept (reply "yes" or a purchase order). Send the desk's intake checklist: exactly what we need, the logins we never ask for, who signs. The IRS service and Campaign get the first-half invoice.
  4. Work starts. We tell the buyer in writing. Maple and IRS jobs need a signed reviewer job sheet first.
  5. Delivery. The work, then the invoice (net 30) or the second-half invoice. US invoices carry the signed W-8BEN-E.

What is in the kit

  • Quote: one page per desk or service with scope, price, exclusions, who does what, payment terms, 30 days valid.
  • Service agreement: master terms plus one schedule per desk or service. Lawyer review before first use.
  • Invoice: after delivery (Maple; Public Filing Desk water and Illinois) or in two halves (Public Filing Desk IRS, Campaign); US dollars for US buyers.
  • Intake checklists: what each desk needs from the buyer to start.
  • FAQ answers: ready replies to the common questions, per desk.
  • Reviewer contract: per-job terms and sign-off for the licensed reviewer. Lawyer review before first use.
  • W-8BEN-E sheet: the values the company enters for US payers, for you to confirm and sign.

7. After they pay

The templates each desk works from. Every client file says "prepared for your review and filing"; the client signs and files, and we give no legal or accounting advice.

9. Waiting on you

Every open decision, the first three before anything can be sent. Each has Trejon's recommendation; a "yes" to it is enough.

  1. Blocks the first send

    The buys in section 8

Trejon recommends: Buy today on new accounts in 1414618 B.C. Ltd.'s name: about US$151.45 now, then about US$101.50 a month. Public Filing Desk starts the day warm-up ends (Fri Oct 30 if bought tomorrow); each day of delay moves that a day.

  2. Blocks the first send

The mailing address for every email footer, quote and invoice (the law needs one)

Trejon recommends: A mailbox address in the company's name rather than your home: it will be printed on thousands of cold emails and on every quote and invoice.

  3. Blocks the first send

Approve each desk's first email once (section 3)

Trejon recommends: Approve all five as written. Trejon then sends every weekday within this plan and brings you anything off-plan.

  4. Blocks Maple

    Maple's start date and pace

Trejon recommends: Start Monday Nov 2 (clerks run the Oct 26 vote and recounts). Maple's 6 inboxes on 2 sending domains are in the buy list: send on the daily ramp and all 507 institutions get email 1 by Tue Dec 8 instead of Fri Jan 8 on the week-by-week list plan, before the Jan 1 date. Trejon makes email 3's Nov 30 quote date rolling either way.

  5. Speeds Public Filing Desk

Pre-warmed inboxes for the first 2 weeks (bead trejon-2t73)

Trejon recommends: Yes, for Public Filing Desk's three services, as you asked on Oct 13 ("cannot wait 14 days"); Trejon sizes the order and confirms the cost with you first.

  6. Side shot

Say "send" for the 5 BC village accessibility emails

Trejon recommends: Send them this week: Salmo, Cache Creek, Lions Bay, Lytton and Belcarra, CA$4,900 each, from your mailbox. Nothing else waits on them.

  7. Blocks the first invoice

Bank details: a CAD account for EFT and cheques, and a USD account that receives ACH

Trejon recommends: Open the USD account in the company's name before Nov 1 (Wise Business gives US account details; check ACH at sign-up). The IRS service takes half on order, so US money can come in the first weeks.

  8. Blocks the first invoice

    Card payments: yes or no

Trejon recommends: Yes, only where we bill half on order (Public Filing Desk's IRS service, Campaign), with a processor in 1414618 B.C. Ltd.'s name. Public bodies stay on invoice.

  9. Blocks the first quote

Lawyer review of the service agreement and the reviewer contract (cost not quoted yet)

Trejon recommends: Let Trejon ask two BC business lawyers for a flat fee for both templates now; you approve the cost before anything is booked.

  10. Blocks Maple, IRS and water orders

    Go to contact reviewer candidates

Trejon recommends: Yes: Trejon contacts three candidates for each (a certified privacy professional; an exempt-organization attorney, who can also check the chapter letters; a water-industry reviewer) and you approve each before signing.

  11. Blocks the first paid job

Go to ask brokers for E&O insurance quotes

Trejon recommends: Yes: two or three quotes now (about CA$900 to 3,000 a year all in, estimate); you pick one before the first contract.

  12. Blocks the first paid job

Provider list and the W-8BEN-E values

Trejon recommends: Confirm the list Trejon drafts of where client files live (email, file storage, drafting software, server) and sign the W-8BEN-E after checking its values.

  13. Before the first IRS quote

IRS service prices and the half-on-order term (drafts)

Trejon recommends: Approve as drafted: US$2,500 / 4,500 / 8,000 by chapter count, half on order.

  14. Campaign desk

Elections BC's 2026 candidate guide discourages using AI to prepare these filings (bead trejon-mb9q)

Trejon recommends: Hold the Campaign desk until the other desks show replies, or run it only with a human bookkeeper checking every pack. The Ontario auditor tier is not sold until a licensed public accountant is lined up.

  15. Can wait

Live council or board video appearances: yes or no

Trejon recommends: No for now: written answers within hours; a call only on a big deal, inside your 11 AM to 3 AM hours.

  16. Can wait

The five states the water service keeps out (Texas, Ohio, Michigan, Pennsylvania, Wisconsin)

Trejon recommends: Keep them out: a plan there needs an engineer's stamp.
